Abstract
Public transport is planned and provided in a complex and dynamic institutional context. Institutional reforms in Western Europe have made it more difficult to establish well-functioning public transport systems, due to an organizational fragmentation that has resulted in coordination problems between public transport authorities, companies, and the local authorities, among others. The issue is about managing and solving often intractable problems such as the coordination of local land use and regional public transport planning, and of operators and public authorities. In some countries, these institutional reforms have, in fact, resulted in greater fragmentation in transport operations on the ground.
This presentation discusses how public transport planning is managed in a Swedish institutional context where governance is spread between public and private organisations and across local and regional scales. It presents the results from a case study on the coordination of local land use planning and regional public transport planning in Sweden. It also discusses the role and function of partnerships between operators and public (transport) authorities as a way of supporting well-functioning public transport networks and services.
Biography
Dr Robert Hrelja, a Marie Curie Fellow, is visiting ITS from February to April 2017. Dr Hrelja is based at VTI (Swedish National Road and Transport Research Institute)/ K2 (Sweden’s national centre for research and education on public transport),and works on transport planning, especially policy and governance in transport and local-regional transport planning.
